Esperanza Casteleiro, directora del CNI: «la necesidad de emplear el secreto permite ganar seguridad y es útil para la confianza»

«Hoy, más que nunca, enfrentamos amenazas comunes y debemos alinear nuestras posiciones y caminar hacia una cultura estratégica común», aseguró la secretaria de Estado, experta en terrorismo y directora del CNI, Esperanza Casteleiro. Con estas palabras, inauguró el programa dirigido por Gustavo Díaz, profesor titular del departamento de Relaciones Internacionales de la UCM, Servicios de inteligencia y sociedad. El secreto en el Estado de derecho. Casteleiro aprovechó para resaltar la importancia del tema diciendo que «la necesidad de emplear el secreto permite ganar seguridad y, acompañada de la transparencia, es útil para ganar confianza».

La directora del CNI habló de la gran acogida del curso por parte del alumnado y dijo: «para nosotros, es un motivo de satisfacción, pues nos otorga la oportunidad de hablar de tú a tú con todos ustedes y de avanzar en el ejercicio del mecanismo de control de la transparencia ante todos los organismos públicos que nos rodean». Esperanza Casteleiro mencionó que se buscaría explicar quiénes son los servicios de inteligencia, cuál es su razón de ser y cuáles son sus principales rasgos característicos, así como describir qué es el secreto y por qué es el tema central para la seguridad estratégica.

La especialista mencionó que el curso va a proporcionar unas condiciones excelentes para aumentar el diálogo y el pensamiento crítico, e indicó que «el Centro Nacional de Inteligencia es consciente de que debemos acercar nuestra institución a su vida, promover e impulsar la construcción de una verdadera inteligencia». Casteleiro señaló a las universidades como personajes principales, razón por la cual el CNI trabaja desde hace veinte años con ellas.

El CNI es un servicio al Estado y a los ciudadanos que requiere de secreto y confianza para funcionar adecuadamente, dijo la directora, quien aseguró que «el diálogo con la sociedad se extiende fuera de nuestras fronteras», por lo que Europa está comprometida con la cultura de la inteligencia. Asimismo, la directora del CNI señaló que el Colegio de Inteligencia de Europa, herramienta de diálogo entre la comunidad de inteligencia, las instancias decisorias y la sociedad busca estimular el pensamiento estratégico, así como desarrollar una cultura común que contribuya a reforzar la seguridad en el viejo continente.

La meta del CNI es impulsar la convivencia con las universidades, estableció Casteleiro, quien apuntó que, para ello, este organismo plantea proyectos como la creación de una red de universidades europeas a trabajar coordinadamente en temas de inteligencia. Así, se buscará que los jóvenes inmersos en el nuevo paradigma estén bien informados al momento de tomar decisiones, dijo. ✦

«Today, more than ever, we face common threats and should align our positions to walk towards a collective cultural strategy», assured the Secretary of State, expert in terrorism and Director of the NIC, Esperanza Casteleiro. With these words, she inaugurated the program called ‘Intelligence Services and Society: Secret in the Rule of Law’, directed by Gustavo Díaz, head professor of the UCM’s Internacional Relations Department. Casteleiro took the opportunity to highlight the topic’s relevance, mentioning that «the need to use secrecy allows greater security and, together with transparency, is useful to earn trust».

The Director of the NIC spoke of the great reception of the course within the students and said: «for us, it is a reason for satisfaction, since it gives us the opportunity to speak one to one with all of you and to move forward in the implementation of a transparency control mechanism in all the public bodies that surround us». Esperanza Casteleiro mentioned that they would try to explain who the secret services are, what is their raison d’être and which are their main features, as well as discover what the concept of ‘secret’ is and why it is central for a strategic security.

The specialist mentioned that the course would provide excellent conditions to increase dialogue and critical thinking, and indicated that «the National Intelligence Center is aware of the fact that the institution needs to become closer to everyday life, and has to promote and impulse the construction of real intelligence». Casteleiro said that universities are main characters, reason why the NIC has been working with them for the past twenty years.

The NIC is a service provided to both the State and its citizens that requires of secret and confidence to work properly, said the director, who assured that «the dialogue with society extends outside borders», establishing that Europe is committed with the culture of intelligence. In addition, the Director of NIC said that the European College of Intelligence – a key tool for the dialogue between the community and intelligence, decision-making bodies and society – stimulates strategical thinking and develops a common culture that contributes to the reinforcement of security in the old continent.

The goal of NIC is to boost the coexistence with universities, established Casteleiro, who added that, to achieve it, the organ has ongoing projects with them, such as the creation of a network of European universities that coordinates intelligence matters. As a consequence, it will seek to interest young people who live a new paradigm, informing them and inviting them to take wiser decisions, she said. ✦
